Commentary:
There is a difference between those who merely perform sacrifices and those who perform sacrifices but are, at the same time, deeply concerned with their spiritual development. The former may attain heaven, but only for a short while. The latter attain a status like the Vasus and become sovereigns. They attain liberation as and when they like.
